I have never heard you can't enclose anything painted with lead base paint.
As long as the paint is not disturbed (like sanding) it is not hazardous.When the siding is being nailed, you could be extra cautious about a little flaking from puncturing it.I don't think that is necessary, unless there are large bubbles, that you could sweep up. 8/27Is it safe to put vinyl siding over lead based paint?
The EPA / HUD regulations state that ';enclosure'; (covering with siding) is an accepted lead paint abatement method. As the other answer stated make sure not to disturb the old paint as you do.
2 additional items:
Make sure all the seams are ';dust tight';
before you side the building you should staple ';WARNING'; Tape about every 2 feet on the old siding. This is usually 3'; red in color and it says '; WARNING. LEAD BASED PAINT BELOW';.
Years from now, if you vinyl is disturbed, the lead issue can be dealt with correctly.

you can put it over asbestos.... so why not lead paint..
