First you need to wash the floor thoroughly to remove any oil or grease. Then let it dry. Be sure to vaccuum it good. Roll on a good base coat like Zinsser, it is an interior %26amp; exterior primer sealer and stain killer. It would be good to tint it close to the color you will be using. Two good coats of this should be good. Read instructions. Let dry good between coats. Then apply a floor/deck paint. Give it 2 coats of this. I like to use the small foam rollers or a foam brush, Let it dry and season before putting furniture on it. Honor process. You might want to put some felt pads under your furniture so it won't scratch the finished floor. You can go to www.zinser.com if you have other questions. I have found them very useful. noclue, you can not paint vinyl floor.
Vinyl flooring will not hold paint very well. Best bet is to remove the vinyl.
look in the cllasifieds for someone who does floors. remember to look at their location for quality
I agree with bsbmo but would add you can also prime with Kilz tinted as well. Further, for durability in the long run, I suggest sealing the floor with a non-yellowing polyurethane with at leasts 2 coats.
