Are you talking about a hard chair or one that is padded or stuffed I would think a chair that is stuffed would be impossible because of the movement causing the paint to crack. If it is hard, I would use Krylon Fusion made for plastic.

Both are recommended for hard vinyl.

well, my friend uses vinyl, and i just talked to him, and he said model paint would do the job nicely.
