How do you paint over vinyl wallpaper?

YOU DON'T. It will be a mess if you ever want to remove the paper. Rent a wallpaper steamer at Lowes or Home Depot. It will peel off easily with the steamer. If you want to paint the walls, prep them so they are smooth. Then you can paint.

You would prime it first, then paint it. I recommend that you remove the paper before painting.
its best not to, take it down and line the wall with a good quality lining paper ,,if that's a no go try using an acrylic based paint,,if you just want to use ordinary paint just paint a small area first and see what happens when it dries
