Any water base paint, if still wet, will wipe right off. However, Power washing always works best. If this is not an option try the following. If the paint dried, and you are sure the vinyl has been sealed (as most outdoor products are) you can scrub it with acetone. Use a cotton cloth to wipe on, and another to wipe off. Just be sure to wipe any excess off immediately as excessive use of acetone can eventually remove that seal.
Make sure you try this first, in an obscure area, in order to insure that you do not remove more than you wish (meaning that you are sure that the vinyl really is sealed).
