There is a spray paint made especially for plastic [Plasti-cote?]

What I would do however is go to a JoAnn Fabric or any large fabric/craft store and look at the endless racks of bottles of acrylic paint.
Get the variety for outside use and possibly for ceramic.
This type will withstand washing.
You'll also have a larger color selection.
I've used these paints for vinyl patio cushions.
