It just needs to be clean. Keep in mind, painted siding looks like painted siding. Good luck. What are the steps in painting exterior vinyl siding?
This is not recommended. However, you can look into ripping all of the vinyl siding off the house and then repainting. Usually, when vinyl siding is put on a house, it is placed right over the original siding.

However, when they do this they don't seal or weatherproof the original exterior first.

I had a house once with vinyl siding and we would consistently have a slight breeze in the house coming from the outside.

So, I ripped off all of the vinyl, weatherproofed, and then painted the place and it solved the problem and saved us a great deal in energy costs.

Vinyl is made from a PVC (polyvinyl chloride) plastic. Unlike wood or cedar, it won't rot or flake. Vinyl is usually less expensive to purchase and install than most other siding materials. There are, however, drawbacks. Vinyl can crack, fade, or grow dingy over time. Vinyl is also controversial because of environmental concerns.
I would not suggest painting vinyl siding. Aluminum siding can be painted, but it should be done professionally. I would look into getting the siding replaced if it is that bad. The end result will be worth it, because it will look better and last a lot longer.
