mineral spirits work best on paint. regardless of what surface it is.

It is called Graffitti remover, it comes in a spray pint can and you can buy it at any lumber yard or ace yard. It smells very stong so make sure you do it with ventalation. It is like $3.00 a can and it does not destroy any surface. Just pary and it will start to run off and than just wipe.
