yes you can, it will bubble whilst it's wet but then will disappear when dry. if you get a big bubble you think may not disappear then prick it with a pin before it dries. also put a first coat on of cheap white or cream emulsion as a base coat to save on the top colour of paint you have decided on. if you decide to remove the paper at a later date, don't worry it will come off easier after being painted than before. trust me i have done it numerous times it will look fine and it's quick.Can i paint over vinyl wall paper?
Yes, you can but it's always best to remove the wallpaper to insure that your paint will last. If the wallpaper comes off so does your paint. Depending on what color you are painting depends on if you need a base coat. It's always best to do a base coat though, but if your wall is light and your paint is dark you should be okay.

Hire a steamer and steam the paper it should come off really easy.

Yeah, use paint adhesive found in stores like true value, Lowe's or Home Depot, be careful about the amount of paint, otherwise you will make the vinyl curl and it will look terrible.
