I have heard ';Bullseye'; will work, but need to be sure whatever product I use will not flake off and I will be able to clean the surface paint. That is my problem with the vinyl. It has been there for 30 years and has yellowed. Nothing I have used will clean it.Is there a product I can paint over vinyl wall paper so I can apply regular wall paint over it?
With all due respect; it should be removed before any painting.
KILZ and Zinzer both make an oil based primer that accepts latex after. Certainly you can do a test area; though I wouldn't want my name on such a job.Is there a product I can paint over vinyl wall paper so I can apply regular wall paint over it?
I live in an old house with the same issue. Ive used water based Kilz on every room in my home and it works great.
A product named KILZ,will bond to wallpaper,then paint over it.

';Zinzeer'; makes great products, you can use either a quick dry oil based primer/sealer or one of their water based, they make a product called ';Sheildz'; that you might want to check into. As far as putting a name on it I've been doing this job for 35 yrs now and you have to work with your client and their pocket books. Removing wall paper can be very costly sometimes for a client. If your looking for a clean look then paint it if you don't have the time or money to remove. The most important aspect of this job is if the existing paper is adhered good, do a test area, if by putting the primer/sealer doesn't lift the paper your all set, if it doesn't it must come off. Remember the key word to the product you want to use is ';Sealer'; you want to keep moisture from getting through the paper, after all moisture is what removes paper, good luck Les the painter
