yes you can paint the vinyl shutters so they last for years. the most important step is for the vinyl to be very clean. scrub with a good detergent and rinse well. then you may paint the shutters with 100 percent acrylic exterior paint(spray gives the best finish but brushes may be used too). there are some brands of paint that advertise they work fine on vinyl. you can do a search for the brands. the vinyl will expand and contract in sunlight so a light color will be the best choice for the shutter color as it will not absorb as much of the sun's heat.Can one paint vinyl shutters for outside and have the paint last a long time, and not chip?
